Kremlin spends hundreds of millions on foreign interference and disinformation

The Kremlin spends at least €357 million annually on foreign interference and influence operations, according to a new report by Sweden’s Psychological Defence Agency.

Journalist Laurens Groeneveld examines the findings and their implications for the Netherlands in a new article published by delouis on 21 October 2026, as part of Signal Jam, a collaborative investigative journalism project in which Multiple Journalism participates.

The Swedish investigation reveals how Russian intelligence services, state-owned companies, political strategists and digital propaganda networks operate within a coordinated system designed to influence public opinion and destabilise Western democracies.

According to the researchers, Sergei Kiriyenko, a senior Kremlin official, plays a central role in overseeing these operations. Dutch MP Kati Piri, who reviewed the report at Signal Jam’s request, warns that the Netherlands remains vulnerable to such interference and calls for greater public transparency about Russian influence campaigns. The findings underline the importance of identifying and exposing coordinated disinformation networks.

Through Signal Jam, Multiple Journalism and its partners investigate how pro-Kremlin narratives spread across social media, using data analysis and digital monitoring to uncover manipulation and coordinated online behaviour. The project aims to help journalists and the public recognise disinformation before it gains widespread traction.
